i'm researching wind energy industry trends...and trying to understand the terminology - specifically between "puchaser" (which i take to mean a utility such as PG&E) and "operator"... I need clarification on the term operator. Is this the same as a wind plant "developer" such as the company FloWind? -- AND is a developer the same as an owner? For example, the wind park in Altamont California has several different different "projects" according to the AWEA with associated owners (ex: the owner SeaWest has 7 projects) ...Would the owner be the "operator?"...or would the individual project be the official "operator?"....either way, it would appear that there are several operators at the Altamont location -- i know this is basic stuff but any suggestions would really help!
